The Colonial Builders are space-fairing factories. They're purpose is to provide mobile fabrication of needed items in remote locations whether that be isolated outposts, colonies, and stations or as support vessels to provide war goods for military fleets. In recent years, as advances have allowed for Battlestars and other outposts to more manufacture and meet their own needs, the Colonial Builders have begun to fall out of use. In the Fleet, however, they have found a purpose once again supplying the nomadic civilian population as the primary manufacturing center of the surviving human race.
